This event aims to share information about the implementation of the project “Enhancing the Digital Capacity of Public Service Centers in Zhytomyr Region,” made possible through a partnership with the government of Estonia.
Project period: May–December 2024.
Executing partner: E-Governance Academy.
Here are some of the project results:
🔸 Assessment of the digital maturity of public service centers (CSCs) in Zhytomyr region.
The main strategic challenges identified include:
- Lack of integration of electronic service development into strategic documents (only 11% of respondents included this direction);
- Absence of electronic portals (only 2% of the surveyed local governments have relevant portals);
- No collection of feedback from CSC clients to improve services (currently, satisfaction can only be measured through feedback, which should become an integral part of service development).
Among the successful services implemented at the community level, CSC employees highlighted:
- e-Veteran;
- e-citizen requests;
- Electronic reception of Zhytomyr City Council;
- QR sharing of documents;
- Population register filling and verification.
Based on the analysis, recommendations for improving services and ways of their development were also dev
eloped.
🔸 Introduction of a pilot service – video consultations.
For this, equipment was purchased, and training was conducted for representatives of the Ovruch, Baranivka, and Khorоshiv communities. Soon, residents of these communities will be able to use this new service.
Additionally, as part of the project:
🔸 A series of training sessions were held for community leaders, institutions, and CSC staff to improve service delivery.
🔸 An exchange visit to Estonia was organized.
