Applicants for reimbursement of part of the interest rate on loans must meet the following requirements (enterprises that meet the criteria established by Part 3 of Article 55 of the Economic Code of Ukraine):
registered on the territory of the Zhytomyr region;
do not have debts to the state and local budgets for the payment of taxes, fees, and other mandatory payments;
implement business projects aimed at creating new jobs;
work within the scope of activities specified in the above-mentioned Procedure.
APPLICANTS RECEIVED LOANS FOR:
They work within the scope of activities, according to KVED 2010, which fall under the list of all groups:
Chapter 16 “Wood processing and manufacture of wood and cork products, except for furniture; manufacture of products from straw and plant materials for weaving”.
Chapter 31 of Group 31.0 “Manufacture of furniture” (except class 31.03 “Manufacture of mattresses”),
of all groups of Section 10 “Production of food products”,
Section 23 of group 23.7 “Cutting, processing and decoration of decorative and building stone”,
DIRECTLY TO:
– purchase of equipment, equipment of other fixed means of production purpose;
– modernization of the technological process of production in order to reduce its cost price;
– improvement of the production process management system;
– introduction of energy efficiency technologies into the production process;
– development of new types of products (goods);
– business promotion and search for new sales markets.
ALGORITHM OF ACTIONS FOR RECEIVING LOAN COMPENSATION:
I.To participate in the competition, any business entity can apply to financial and credit institutions with general agreements. These institutions work with the department of economic development, trade, and international cooperation. They assess the borrower’s solvency and the economic efficiency of the business project. After this analysis, the institution will provide written consent to grant a loan if the requirements are met. This consent specifies the borrower, loan amount, and loan term. However, it is not a credit agreement; it only indicates willingness to lend.
Documents are submitted to the tender commission by the business entity or a person authorized by it.
WARNING! In case of submission of an incomplete set of documents or in violation of the requirements of this Procedure, such documents are not registered and returned to the applicant.
III. The chief administrator informs the members of the competition commission and the participants of the competition about the date of its holding.
The deadline for applications and documents is specified in the announcement of the competition. (in our case, we clarify with the department).
IV. Decision-making on the identification of business entities to which compensation will be provided at the expense of the regional budget is carried out by the tender committee and is formalized in the tender committee protocol.
WARNING! The winners of the competition are determined by the competition commission, taking into account the criteria specified in clause 4 of the Procedure.
Presentations of business projects at the meeting of the competition commission are made directly by the heads of business entities or persons authorized by them.
The winners of the competition are the business entities that submitted the best proposals for the implementation of business projects.
V. Decisions of the competition commission are made at its meetings. Meetings of the commission are valid if at least 2/3 of its members are present. Decisions are made by open voting by a simple majority. In case of an equal number of votes, the vote of the chairperson at the commission meeting is decisive.
The decision of the commission is formalized in a protocol, which is signed by all members of the commission present at the meeting. A member of the commission who disagrees with its decision shall enter comments and suggestions, which are an integral part of the protocol, into the protocol.
VI. Within 10 (ten) working days after the decision is made. The competition committee will notify all participants about the results of the competition.
VII. Expenditure will be carried out in accordance with the general agreement on cooperation between the Chief Administrator of the regional budget funds and the financial and credit institution. Financial and credit institutions submit a register of new borrowers who have received a loan to the Chief Fund Manager of the regional budget on a weekly basis, and no later than the fifteenth of the following month from.
А register of borrowers who took loans from institutions is kept, indicating the amount of reimbursement for a specific month.
Reimbursement is made on a monthly basis by transferring funds from the regional budget to one of the transit or current accounts. It must be provided for in the master agreement or other agreements of the relevant financial institution. The latter, in its turn, distributes these funds to the current accounts of the borrowers, and the Chief Administrative Officer is provided with relevant statements or supporting documents.
DOCUMENTS TO OBTAIN:
- Application for receiving partial compensation for the cost of agricultural machinery and equipment for domestic production *.
- Payment order for the purchase of equipment**;
- Act of acceptance and transfer of machinery and equipment* (must have “wet” seals);
- Certificate of state registration of equipment** (if the equipment is subject to mandatory state registration);
- An extract from the unified state register of legal entities and natural persons – subjects of entrepreneurial activity, confirmed by the state registrar that the client is not bankrupt and is not at the stage of liquidation;
- A certificate (example), confirmed by the Federal Tax Service, on the absence of overdue debts for more than six months to the state budget of Ukraine, the pension fund of Ukraine, and general mandatory state social insurance funds. (The form of the Certificate on the absence of arrears from taxes, duties, and payments, approved by the order of the Ministry of Revenue and Duties of Ukraine No. 567 dated October 10, 2013, registered in the Ministry of Justice of Ukraine on October 31, 2013, under No. 1842/24374)
- Consent to the bank’s disclosure to the Ministry of Agrarian Policy of information about the agricultural producer, which constitutes a bank secret or contains personal data.
- To receive additional compensation in the amount of 15% of the cost of purchased machinery and equipment, farms with up to 500 hectares and revenue of up to 15 million hryvnias or farming cooperatives with up to 100 hectares additionally submit to PrivatBank a copy of the farm charter (for a legal entity) or a copy of the contract on the creation of family farm farms (for farms created without acquiring the status of a legal entity in accordance with Article 81 of the Law of Ukraine “On Farming”).
