How to record losses in agribusiness?

Russia’s military aggression is causing huge losses to Ukraine’s agricultural sector.

This leads to the destruction of production facilities, movable property, land and crops. Agrarians are forced to relocate and reorient their production facilities. This poses serious challenges to the stability of the industry. The Ministry of Agrarian Policy and Food of Ukraine, together with experts, has developed recommendations for recording the destruction of agricultural enterprises. The recommendations were provided by the All-Ukrainian Agrarian Council (AAC) with the support of the USAID Agricultural and Rural Development (ARD) program. These recommendations will help agribusinesses in the compensation process.

Methodological recommendations

The developed methodological recommendations will help agricultural producers in recording losses. The process of collecting evidence can be divided into three stages:

  1. Evidence of damage to objects: it is important to record the crime with photo and video evidence, testimony and inspection of the scene.
  2. Evidence of actual damages: you need to collect documents confirming the costs of restoration, destroyed equipment, and documents confirming ownership.
  3. Evidence of lost profits: It is important to collect contracts and documents that document the loss of income due to the war.

The created map of destruction allows agricultural producers to record losses objects and enter data with photo and video evidence. This facilitates the collection of information about the damage caused for the authorized bodies.

The project was launched in August 2022. It aims to support the recovery of Ukraine’s agricultural sector, which has been affected by Russia’s full-scale invasion. The created map displays information about damaged and destroyed agricultural facilities. These include land plots, reclamation facilities and crops. Each portal user can mark a destroyed object on the map. Data can also be added, including photo and video evidence.

The importance of recording losses

Recording damage is critical to obtaining compensation. It ensures that you have the necessary documents for further appeals to international authorities and internal programs.

Before going to the site, it is important to make sure that the area is safe, as it is forbidden to touch explosive objects.

Once the situation is stabilized, it is necessary to document the damage. To do this, take photos and videos from different angles, noting the date, time, place, and GPS coordinates. Video recording should be continuous, with comments for each frame, and the collected materials should not be processed.

To document the damage, draw up a protocol or act with the participation of three people: you, a witness and a representative of the local administration. The document should describe the events in detail, indicate all the data collected, as well as information about military operations, if possible. If the recording was not done immediately, be sure to indicate this.

Who can register?

Access to the DAR platform is open to all Ukrainian farmers:

  • Producers of agricultural products of any size and type of activity.
  • Individuals, private entrepreneurs or legal entities of any form of ownership.
  • A qualified electronic signature or BankID is required.
