Government subsidies to farmers

Starting May 20, 2025, farmers with 3 to 100 cows can again apply for a state subsidy of UAH 7,000 per head of cattle.

The application is made through the State Agrarian Register (SAR).

The program has been renewed as part of the livestock support program, with hundreds of millions of hryvnias already allocated from the state budget. Applications are accepted only from those who did not receive a subsidy in 2024 – for the rest, this area will not be available in the SAF.

Earlier, in April 2025, more than 7,700 farmers have already received a total of UAH 386.5 million, of which more than UAH 220 million was for cows, and the rest for sheep and goats.

The subsidies are paid as part of the ARISE project, which helps farmers rebuild their farms during the war. This is a response to the threatening decline in cattle numbers caused by the war, lack of feed, expensive fuel, and reduced pastureland.

Quick start guide

 

1. Subsidy for cultivated land up to 120 hectares

Amount: 4,000 UAH per 1 hectare.

Maximum: up to 480,000 UAH (depending on the area).

How to apply: through the State Agrarian Register (SAR), until November 15, 2025. After submission, sign the CEP agreement, then wait for the payment rada.gov.ua+2dar.gov.ua+2dar.gov.ua+2.

2. Subsidy for cows (cattle)

Who is eligible: owners of 3 to 100 cows (dairy/meat).

Conditions:

Identified animals registered with the DAR.

Those who received this subsidy in 2024 do not apply this year (the direction will not be available in the DAR)

How to apply: through the State Agency of Ukraine for Research and Development (starting from May 20, 2025). After verification and signing of the contract – payment

Examples:

Rivne region: 918 farms received a total of UAH 37.7 million landlord.ua+2rv.gov.ua+2suspilne.media+2.

3. Subsidy for goats and sheep

Who is eligible: owners of breeding stock from 5 to 500 heads.

Amount: 2,000 ₴ per animal

Terms and conditions: similar to the cow support program – through the SAF, and the same conditions for non-receipt in 2024

General conditions and procedure

Registration in the State Agrarian Register (SAR).

A digital signature is required to confirm applications.

Information about land/animals will be pulled from the register.

When applying through the SAR, you form an application yourself, sign an agreement, and then the funds are paid.

Programs are available only in safe regions (not occupied or under active aggression)

 

Checklist: What You Need to Prepare Before Applying

✅ Registration in the DAR system

You will need an electronic digital signature (EDS) to log in.

✅ Up-to-date Information

  • Land plots (enter cadastral numbers or pull them from the State Land Cadastre)

  • Animals (must be identified and registered in the VIAS — All-Ukrainian Information and Analytical System)

  • Bank account — required for fund transfers
    (does not have to be a separate account; any valid account in a Ukrainian bank is acceptable)

  • No similar support received in 2024
    (Otherwise, the system will not allow submission — this is checked automatically)

🔹 How to Submit an Application (Step by Step)

🔹 Step 1: Log in to the system

Go to https://www.dar.gov.ua/
Click “Log in via EDS” → select your digital signature file → enter your password.

🔹 Step 2: Complete Your Profile

In the “Profile” section:

  • Review and fill in your personal details (Full name, Tax ID, contact info)

  • Add or verify land plots and animals
    (Data is usually pulled automatically but can be updated manually)

🔹 Step 3: Choose a Support Program

Go to the “State Support” section
Select the program you need:

  • “Special budget subsidy for agricultural producers up to 120 ha”

  • “Cattle subsidy (VRC)”

  • “Goat/Sheep subsidy”

🔹 Step 4: Submit Your Application

Click “Submit Application”
Fill out the form: confirm your data, select your bank account
Click “Sign” — your digital signature will be used again

A contract is automatically generated and sent to the Ministry of Agrarian Policy.

🔹 Step 5: Wait for Payment

You can check the status of your application in your personal account.
Funds will be transferred to the bank account you provided.
Approximate processing time: up to 30 days after submission

❗ Tip

🟡 You can edit your application until the contract is signed.
🔴 After signing — no changes or cancellations are allowed.
