Digitalization and management of community assets

Returning to the concept of “digitalization,” the term topped the list of the most visited words in the dictionary by a wide margin. This number of its views increased by 1,535% compared to last year. The neologism, which entered the Ukrainian language only a few years ago. It is a transliteration of English digitalization and means changes in all social life related to digital technologies. The word is a simplified form of the more precise term “digital transformation”. IT is a manifestation of the global digital revolution. For the leadership of each community and city. The issues of improving the well-being of citizens, accelerating and ensuring publicity of decision-making in land management, construction, allocation of funds, obtaining investments, and ensuring safety and comfort of life in the community are relevant.

One such example that successfully demonstrates the positive dynamics of implementing these solutions is MagneticOne Municipal Technologies. It offers a new level of territory management through the use of geographic information systems.

After all, in the age of digitalization, community asset management should be automated, transparent, and comfortable. To do this, a community leader must have all the possible data on community resources. Today, not all information is digitized and stored in various government agencies, which greatly complicates the process of work and decision-making. One of the ways to facilitate and automate the work of the community leadership is to implement a geographic information system for community asset management. As well as other solutions based on geographic information systems.

A geographic information system (GIS) is a software product that provides the ability to store, process, analyze, and display spatial and other related data about objects and processes in a certain area.

  • Lack of interest from investors – the use of GIS provides for the allocation of investment-attractive plots and reflects the full characteristics of the objects available to investors;
  • Loss of local budget revenues due to tax evasion – the system allows keeping records of land tax payments, controlling debtors, and synchronizes with accounting.
  • Land pollution and inadequate supervision of land reclamation systems – the system of electronic appeals allows controlling illegal landfills and illegal works;
  • Costly and time-consuming repairs of outdated utilities – GIS of utilities displays the entire utility network on a map with detailed information about the last repair at each site;
  • Lack of tourists in historical places – tourist routes to attractive community sites laid out in GIS allow to attract many tourists.
  • Prompt access to all land management documentation can significantly speed up informed decision-making. The geographic information system serves as a single point of access to all urban planning documentation.

There are undeniable advantages of using GIS for ATC management:

  • Accessibility – detailed and up-to-date data on the territory is always ready for viewing with the availability of the Internet;
  • Speed – GIS provides an easy and instant search for the necessary data;
  • Convenience – the web resource replaces hundreds of paper documents;
  • Transparency – all ATC residents have access to up-to-date data on the status and restrictions of the territory;
  • Automation – labor costs are reduced as the data is stored and processed by a computer;
  • Openness – access to up-to-date information on the state of the territory helps to attract investors.

Here’s a revision into two sentences:

The collection of all documentation on land resources, roads, investment objects, and more is complete. This enables the implementation of the Geographic Information System for Territorial Community Management, designed to solve critical issues faced by today’s ATC leaders.

Of course, this area is only gaining momentum in Ukraine and requires careful consideration. However, looking at the experience of our European partners. It becomes clear that without transparency and accessibility of data. Changes in community life and cities are virtually impossible.
