Last week, the Agency’s team visited Poland for a training visit as part of the project “Support for the Development of Entrepreneurship and Competitiveness of Ukrainian Regions.”
Participants in the visit included representatives from Ukrainian ministries and regional development agencies from various parts of Ukraine.
During the trip, we visited:
- The Marshal’s Office of the Podlaskie Voivodeship (MAPW), where participants learned about the Polish experience in strategic planning and regional development.
- Additionally, the participants got acquainted with the activities of the Podlaskie Foundation for Regional Development. Pawel Jamroz is the head of the foundation. He, along with Magdalena Maksimowicz, the director of international cooperation, and Ewa Kozłowska, the director of the regional financing institution, shared their experiences. They discussed the establishment and development of the foundation. They emphasized the importance of large-scale projects and the involvement of EU funding. The foundation’s experience is inspiring. It has been implementing projects and successfully working on regional development for over 30 years.
Training with the Association of Polish Cities, supported by the Ministry of Finance and Regional Development of Poland. It was incredibly pleasant to see how much we already have in common and the methods used by our partners.
This time, we noted a remarkable similarity in documents. There were a few interesting exceptions regarding how strategies are written by communities. In Poland, several communities have experience creating joint strategic documents. This is equivalent to independent strategies. In Ukraine, however, each community is required to have its own strategy at the local level. For example, certain communities in Ukraine still lack strategies due to a lack of resources or experience—such European examples could be beneficial.
There was also a meeting of the project steering group — an important annual meeting. Each representative from Ukraine can raise the most relevant issues for them. Polish partners can consider these issues in subsequent project implementation periods.

Colleagues from different regions of the country raised issues such as energy efficiency, support for SMEs, work on statistical data (geospatial data), smart solutions, fundraising, and integration of documents with the EU.
