On November 18-22, the directors of 16 out of 22 regional development agencies of Ukraine are on a working visit to Romania.
Thus, the visitors visited:
The Ministry of Public Works Development and Administration of Romania. They got acquainted with the Ministry’s system of work, the history of the Agencies, the organizational form of the Agencies and why in 2021-2027 they became drivers of work with international programs. And why the Ministry signed agreements with the Agencies to support and work with European Union funds.
Ministry of European Investment and Projects of Romania.
One of the objectives of the study tour to Romania is to learn how to use the potential of EU technical assistance as efficiently as possible in the context of the Cohesion Policy, which aims to overcome regional disparities in the country’s development.
This was discussed at a meeting at the Ministry of European Investment and Projects, which is the strategic coordinator for the management and implementation of programs under the EU Cohesion Policy. The Ministry is currently implementing 16 such projects: 8 at the national level and 8 at the regional level. And Romanian RDAs play an important role in their implementation.
The experience shared by Ms. Teodora Preoteasa, State Secretary of the Ministry, is quite interesting for the representatives of the
Ukrainian ministries of Community and Territorial Development of Ukraine and the Ministry of Economy of Ukraine, who are part of the delegation, as they will play a key role in the future reconstruction of Ukraine with the help of technical assistance.
North-Eastern Regional Development Agency.
We met representatives of an incredible team that has grown from 4 people to more than 250 permanent employees. We learned about their interaction with the Ministry and the stages they went through on the way to EU project management.
We understood why the Romanian Agencies became fully operational only in 2021. When, as a result of legislative initiatives, an amendment was made and the Agencies were elected responsible at the micro-regional level for the adaptation of EU funds.
The study visit to Romania was organized by the
UCORD project. It partnered with the Romanian Agency for Development of the North-East. The
European Association of Development Agencies also collaborated in this effort. The Ukrainian delegation includes representatives of the Ministry of Development and the Ministry of Economy. Regional development agencies and their supervisory boards also took part in the visit. Delegates represent all regions of Ukraine.
The Swiss-Ukrainian UCORD Project supports cohesion and regional development in Ukraine. It is funded by Switzerland through the
Swiss Agency for Development and Cooperation. The project is implemented in partnership with NIRAS Sweden AB.
