Regional Support -

Financial support from the Zhytomyr regional budget. It is provided to farms that own and use more than 50.0 hectares of agricultural land. It is important to have a net income (revenue) from product sales in the past year of up to 1,500,000 UAH.

Except for newly incurred (for the last reporting period) expenses. The payment amount is 50% of the cost in national currency, incurred for the purchase of trailed and mounted agricultural machinery. As well as equipment for agricultural production without VAT, but not more than 100,000 UAH per farm.

Financial support for farms in 2018 from the Zhytomyr regional budget amounted to 730,000 UAH.

Currently, the administration is forming the composition of the regional commission (TO BE FORMED).

It will accept documents from the population. After the commission is approved, the head of the regional state administration will announce the start of application acceptance. That is, applications for financial support payments to farms for the purchase of machinery and equipment.

The application and documents for partial reimbursement of the cost of purchasing trailed and mounted agricultural machinery and equipment are registered by the commission secretary in the registration journal (Appendix 1.2). The commission is created based on the Department of Agro-Industrial Development of the Zhytomyr Regional State Administration. They can explain all aspects related to this program that may interest the entrepreneur.

The application and documents are reviewed and checked by the commission in the order of their registration and are kept for three years.

Documents submitted incompletely are registered and returned to the farm within three days after their submission, indicating the reason.

Applications received after the deadline will not be considered.

STAGE II The commission’s decision is made at its meeting in the presence of at least half of its members by open voting by a simple majority of votes. In case of a tie vote, the chairman’s vote at the meeting is decisive.

The commission’s decision is formalized by a protocol, which is signed by all members of the commission. A commission member who disagrees with its decision signs the protocol with a separate opinion, which is an integral part of the protocol.

The commission determines the amount of financial support for each business entity that has submitted an application and decides on its inclusion in the register of farms (Appendix 3) to provide partial compensation for the cost of purchasing trailed and mounted agricultural machinery and equipment for agricultural production within the allocated appropriations.

The registration of obligations by budget fund managers is carried out in accordance with the requirements of the Procedure for the Registration and Accounting of Budget Obligations of Budget Managers and Budget Funds Recipients in the bodies of the State Treasury Service of Ukraine, approved by the order, registered with the Ministry of Justice of Ukraine on March 20, 2012, under No. 419/20732.

STAGE III The structural unit of the regional state administration, which ensures the performance of functions in the field of agro-industrial development, carries out the transfer of budget funds to open current accounts in banks for farms in accordance with the Procedure for Treasury Service of Local Budgets, approved by the order of the Ministry of Finance of Ukraine dated December 9, 2012, No. 9328, with changes No. 2018, registered with the Ministry of Justice of Ukraine on September 12, 2012, under No. 1569/21881.

DOCUMENTS REQUIRED FOR SUBMISSION:

application for partial reimbursement (Appendix 2);
a copy of the farm’s charter (for a legal entity) or a copy of the agreement on the establishment of a family farm. For a farm established without acquiring the status of a legal entity in accordance with Article 8-1 of the Law of Ukraine “On Farming”;
an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Formations;
a copy of the certificate of assignment of the identification number (for individuals);
an extract from the state register of property rights to real estate, confirming the right of ownership or use of the land plot;
a copy of supporting documents regarding the purchase of trailed and mounted agricultural machinery. As well as equipment (contract with the equipment supplier, payment order, cashier’s check, waybill, waybill);
a copy of the act of acceptance-transfer of goods;
a certificate from the state registrar stating that the farm is not in the process of liquidation, has not been declared bankrupt, and no decision has been made on liquidation;
a copy of the balance sheet and report on financial results of economic activity for the last reporting period in the prescribed form (except for newly created);
a certificate of absence (presence) of tax debt and fees, such as those issued by the state fiscal service authorities;
a certificate of bank account details of the farm;
consent to the processing of personal data;
a written obligation to return funds to the regional budget within a month if the control bodies establish the fact of their illegal receipt or non-compliance with the requirements of the Procedure.

Copies of documents are certified by the signature of the authorized person of the farm. The original documents are submitted together with the copies for certification.

Please note: Financial support from the regional budget is not provided to farms in respect of which bankruptcy proceedings have been initiated, which are declared bankrupt and are in the process of liquidation.

Financial support from the regional budget is aimed at partially reimbursing the cost of expenses incurred by a farm for the purchase of trailed and mounted agricultural machinery and equipment. It is provided under this Procedure once for the duration of the Program.
