The application and documents for the payment of partial reimbursement of the cost of the purchase of trailed and mounted agricultural machinery and equipment are registered by the secretary of the commission in the registration log (Appendix 1.2). The commission is created on the basis of the Department of Agriculture of the Zhytomyr Regional State Administration. They can clarify all points related to this program that may be of interest to an entrepreneur.
The application and documents are reviewed and checked by the commission in the order of priority of their registration and are stored for three years.
Documents that are not submitted in full are registered and returned to the farm within three days after their submission. Indicating the reason for the return.
Applications received after the deadline for their submission will not be considered.
II STAGE
The decision of the commission is made at its meeting in the presence of at least half of its members by open voting by a simple majority of votes. In the event of an equal distribution of votes, the vote of the chairperson at the meeting is decisive.
The decision of the commission is formalized in a protocol, which is signed by all members of the commission. A member of the commission who does not agree with its decision signs the protocol with a separate opinion, which is an integral part of the protocol.
The commission determines the amount of financial support for each business entity that submitted an application and makes a decision to include it in the register of farms (Appendix 3) to provide partial reimbursement of the cost of purchasing trailed and mounted agricultural machinery and equipment for agricultural production within allocated appropriations.
*Registration of liabilities of budget spending units is carried out in accordance with the requirements of the procedure of registration and accounting of budget obligations of budget managers and recipients of budget funds in the bodies of the State Treasury Service of Ukraine, approved by the order registered in the Ministry of Justice of Ukraine on March 20, 2012, under No. 419/20732.
III STAGE
The structural unit of the regional state administration, which ensures the performance of functions in matters of agro-industrial development, carries out the transfer of budget funds to open current accounts in bank institutions for farms in accordance with the Procedures for the treasury service of local budgets, approved by order of the Ministry of Finance of Ukraine dated 9328, as amended No. 2018 registered with the Ministry of Justice of Ukraine on September 12, 2012, under No. 1569/21881.
DOCUMENTS REQUIRED FOR SUBMISSION:
– application for partial reimbursement (appendix 2);
– a copy of the charter of the farm (for a legal entity). Or a copy of the agreement on the creation of a family farm. For a farm that was created without acquiring the status of a legal entity in accordance with Article 8-1 of the Law of Ukraine “On Farming”;
– extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations,
– a copy of the identification number assignment certificate (natural persons);
– a certificate from the state register of property rights to immovable property confirming ownership or use of a land plot;
– a copy of the supporting documents regarding the purchase of trailed and mounted agricultural machinery. As well as equipment (agreement with the equipment supplier, payment order, cashier’s check, waybill, goods, and transport waybill);
– a copy of the act of acceptance and transfer of goods;
– a certificate from the state registrar stating that the farm is not at the stage of liquidation, no bankruptcy proceedings have been initiated in relation to it, and no decisions on liquidation have been made;
– a copy of the balance sheet and report on the financial results of economic activity for the last reporting period in the established form (except for newly created ones);
– a certificate on the absence (presence) of arrears from taxes. Such as and fees, issued by the bodies of the state fiscal service;
– a certificate of bank account details of the farm;
– consent to the processing of personal data;
-a written commitment to return the funds to the regional budget within a month. If the controlling authorities establish the fact of their illegal receipt or non-compliance with the terms of the Procedure.
Copies of documents are certified by the signature of the authorized person of the farm. Original documents are submitted together with copies for certification.
Pay attention:
*Financial support from the regional budget is not provided to farms in respect of which a bankruptcy case has been initiated. Which have been recognized as bankrupt and are at the stage of liquidation.
*Financial support from the regional budget directed to the payment of partial reimbursement of the cost of expenses to the farm. For the purchase of trailed and mounted agricultural machinery and equipment. By this Procedure is provided once for the duration of the Program.
