At the end of 2023, we should summarize the results of the implementation of the project “Network of Industrial Parks “Western Industrial Cluster”. However, due to the large-scale invasion, the implementation of the project was stopped. However, the communities continued to implement measures for the development of industrial parks. Еach the industrial park covered by the project received a powerful push for development, which we will talk about further.
In 2020, our Agency, in partnership with the Ternopil and Rivne Regional Development Authority, won a grant within the framework of the EU Sectoral Support Program with a project called “Network of Industrial Parks “Western Industrial Cluster”.
The project was designed for 3 years and involved the preparation of 5 sites for accommodation industrial parks in 3 regions of Ukraine:
Rivne region: Privilne territorial community
Ternopil region: Lanivtsi and Borschiv territorial communities
Zhytomyr region: Bronyky and Malyn territorial communities
The project provided measures for carrying out preparatory work on 5 sites (geodesy, cleaning and fencing of territories), preparation of design and estimate documentation for connecting engineering communications, and development of park concepts for registration in the Register of Industrial Parks. Thus, the result of the project was supposed to be 5 registered parks ready for placing industries, which would become points of economic growth in the remote regions.
In 2021, we started activities under the project.
The concepts of Malyn-Zakhid, Lanivtsi and Borshchiv industrial parks have been prepared. A package of documents was submitted to the Ministry of Economy for registration of Malyn-Zakhid Industrial Park in the Register. Design and estimate documentation was developed for clearing. Leveling the territories for industrial parks in Malyn and Bronyky communities.
However, the large-scale war made its adjustments. The implementation of the project was suspended indefinitely. However, the communities participating in the project, despite the security challenges, continued the implementation of the project. Thus, on August 19, 2022, the “Malyn-Zakhid” industrial park was included in the IP Register by the decision of the Cabinet of Ministers. By that time, the site had already been cleared and leveled. The Malyn City Council is currently looking for a management company for the industrial park, presenting the park at international events. As of today, the industrial park is open for the accommodation of enterprises.
In 2022, the Bronyky settlement council developed the concept of the “Kushchove” Industrial Park.
Started the procedure for registering the park in the Register.
The registration procedure was somewhat delayed, because according to legislative changes in 2022, a strategic and ecological assessment of the park had to be carried out in order to register it. Currently, the assessment has been completed and the park registration process is ongoing. And in 2023, the management company of the industrial park was chosen – LLC “Management Company “Industrial Park Kushchove Park”. Whose main field of activity is the organization of construction. Upon completion of registration, the industrial park will be ready to accommodate enterprises on its territory.
In April 2024, the industrial park “Borschiv” (Ternopil region) was registered in the IP Register.
It is assumed that enterprises for the production of flour and cereals, oil, protein mixtures, flour products, semi-finished products. The 30-hectare park will be home to enterprises producing long-term storage bakery products. The park will also include fruit and berry production, meat and dairy products, processing and packaging of vegetables, fruits, and berries. Currently, the Lanivtsi territorial community is preparing the relevant documentation for the inclusion of the industrial park in the Register.
The “HEMPY UA” industrial park on the territory of the Privilne community of the Rivne region was also registered in the IP Register in October 2023. Currently, in the park, the economic activity of the enterprise in the field of processing of industrial agricultural crops for the production of textile and light industry products is already being conducted.
Thus, we have the results:
3 out of 5 parks are registered in the IP Register;
2 out of 5 parks are at the stage of registration in the IP Register;
management companies have been selected for 2 out of 5 parks;
there is already an economic activity on the territory of 1 park.
Therefore, the project, being the first interregional project in Ukraine for the development of a network of industrial parks, showed excellent results and fulfilled its main goal – to provide conditions for the start of work of 5 industrial parks.
